Is Stella in this version?
She was in D3's Vita version, and didn't really see many appearances beyond due to D3's poor reception..

She was also in D4's Vita Version but only if you had a save from D3

Yes (apart from the online not working right now) this version is the same as the Switch version, which has everything from the Vita version + Stella/Rutile being available without a D3V save.

How do I access them?

IIRC you either need to use the early access to extra content code when starting or you need to reach the post game, then I believe it's a bill in the Dark Assembly (only Valvatorez can pass the bill and he needs 100 Mana but at least it's got a very high success rate).

Good, more characters early on means less having to use Valvatorez, hands down the worst of the Disgaea leads

Nah, Adell was way worse.

Adell's bland and flavorless with his only personality trait being "I'm honorable and like to punch people! Because I'm totally human! until one of the most obvious plot twists of all time happens", but at least he doesn't bring the game to a screeching halt to ramble about Sardines.

Plus at least Adell's blandness fits the game's theme of trying to be more like a spoof of a serious fantasy JRPG instead of embracing its own wacky morally backwards universe. (Which... turned a lot off from D2.. understandably.. but I find it's an interesting experiment with the Disgaea Formula... and luckily.. that's all it was.. a one off experiment.... they didn't go Paper Mario Color Splash on us and have Generic become the guiding prinicple of the series)

SARDIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIINES! is just...pure cringe and slows the plot to a halt for Val to go off on a tangent about them, the writers fingers crossed in the corner desperately hoping that this gimmick is finally funny.

Overall, when it comes to Disgaea games

1 - Skip it and watch the anime, solid story and characters, but the gameplay mechanics aren't fine-tuned yet and it SHOWS (Mentor/Pupil stupidity, Healers don't gain EXP, starting with three prinnies, Laharal, Etna, and nothing else, Magichange isn't a thing yet so monsters are worthless, etc.)

2 - Hit or miss

3 - Where the series peaks

4 - DEAR GOD NO!

D2 - Fanservice/Apology for 4

5 - Haven't played, but I hear good things

Except Adell was played completely straight as the goody JRPG hero, that's... not a spoof. At least Valvatorez has more going on than the sardines.

Adell has a more likable version called Almaz
Valvatorez has a more likable version called Tyrant Valvatorez

And he really doesn't.... He acts all high-class and determined and ♥♥♥♥... but it fades away the second he mentions sardines, which is all the ♥♥♥♥♥♥♥ time... and the pay-off for it is weak "The girl you met in my flashback, is that other girl from the Afterlife Heaven World that looks exactly ♥♥♥♥♥♥♥ like her."

My take on Valvatorez' personality is that he's the "Lawful Neutral" of the demon world taken to the extreme. Valvatorez's trope is essentially that of a teacher who's always preaching the "proper" way to behave, not just "plank of wood with a face painted on it that screams about sardines 24/7."

IMHO the whole thing about Sardines stems from him trying to spin the promise not to drink blood into something positive, not "omg I devoted my life to sardines because lolrandum". Fenrich comments on it quite a few times that Val has a habit of seeing only the silver lining of something bad.

I mean.... Sardines doesn't need to be his damn catchphrase

It's not like Mao said "SLAYSTATION PORTABLE!" all the time with his freudian excuse

I don't get why D3 had poor reception

I view Valvatorez as suffering from the classic vampire OCD weakness (it is said that to escape one you should throw a handful of rice behind you so they have to stop and count how many grains of rice there are). He MUST keep his word, and to keep his promise not to drink blood he thinks about sardines. Both not drinking blood and breaking his word are very unnatural actions for him, so his actions towards sardines are the result of him cracking under the heavy mental stress of of being only able to complete one of the two hardwired desires.

Basically Valvatorez has gone partly insane over the years, and his madness excuses some of his bizarre actions.
