legendary tree step sibling question

I know im gonna look like an idiot, but im racking my brain on this. I understand I gotta protect 10 times Desco with the leader, but the only way I can do that is if I set the leader at the defense fortress, which then makes it where it doesnt count... anyone able to explain this one to me?

put the symbols next to each other & arrange them so that valvatorez is standing in both of them
