The censorship didn't do it any favors though.
While you're right, you have to remember the core audience this game was targeting. The majority of us who are into fan service heavy games come into these games not expecting anything incredible in the gameplay department. Indeed, we often will express a certain degree of surprise when one of these games/series actually winds up being anything more than average as far as gameplay is concerned. It's why a lot of these games that were effected by Sony's regulation policies contain comments describing the biggest failing being its fan service; it was always a given that gameplay was going to be sub par, we didn't come for that, we came for fan service.
Again, yes, the game is bad overall, but there are honestly significantly worse games out there that have overall positive reviews because they are able to fill the niche we're looking for when we buy these games.
Full disclosure; I don't own, nor have I personally played this game. That said...
From what I've gathered about this game, the extent of its fan service is that the girls wear bikinis. That's about it. There's no clothes breaking mechanic that the anime (and Senran Kagura) is known for, and the swimsuits themselves are apparently very tame compared to what you would expect from something like Senran Kagura.
My suggestion? Pass on it. Peach Beach Splash was actually a lot of fun imo, and while very easy, Peach Ball was pretty charming in that SK sorta way. If you're really interested in this game, wishlist it and get it on a deep sale with expectations set low.
