Technically the game should have had all the things Senran Kagura has (dress break, skimpy clothes, interactions in the dressing room), but Sony won't allow it.

It's a fanservice game with a racing theme. Not the other way around. And yes, we are here, first and foremost, for the fanservice. If you came here for the racing, you're doing it wrong.

It should have been a strip club. Go watch the anime please. The dress break mechanism is literally part of the story setting. They use it as a kind of score meter to indicate how many times has a player got hit.
The point is: dress break was intended to be there, however got canceled during development maybe on Sony's demand, or for whatever reasons.

They won't waste time and money implementing something now that doesn't exist in the first place because the feature got cancelled mid development. Which is a pity since the fanservice is currently very tame and the racing doesn't look very fun mostly due to dumbass AI. At least there is a slight chance they will patch the AI. But currently I won't buy it for fanservice or racing since neither seems good enough for the full price.
