they have to censor it on video games but not on shows 🤷
Nudity scenes in this game version will be permanent censored behind that stupid light or whatever convenient censor effects..

Sony -- since moving to America -- no longer allows "implied" nudity in Japanese developed games. So the removal of dress break like mechanics *is* a Sony problem.
I know it's confusing. Just remember there are 3 rating agencies in Japan.
CERO (Computer Entertainment Rating Organization) -- Responsible for rating console releases, not PC version despite their name.
EOCS (Ethics Organization of Computer Software) -- Responsible for rating PC releases, mostly they rate eroge. As such, they allow full nudity and sex as long as it's censored in compliance with Japanese indecency laws (i.e., mosaics).
Eirin (Eiga Rinri Kikou) -- Responsible for film (and perhaps TV). They allow far more graphic content than CERO, for far lower ages groups.
Also remember that Sony have Japanese developers by a death grip. If they don't develop and release on Sony first, they're screwed. It's unfortunately not as easy as "Just don't buy on Sony systems". As Japan rarely gets multiplatform releases -- those only happen when a western release occurs. Comments a couple of years ago by disgruntled Japanese developers implied that this was due to Sony's contracts for the region.

Also, this is basically an anime racing game. They were more than likely trying to target a wider audience. If you lower the age rating you can capitalize on a Mario Kart crowd.
This is an example of what they were probably thinking, not a defense.

I already explained. Different rating agencies. There is no unified standard. That said, lewd anime is always attacked when it's shown on Japanese TV. Every time such a show is aired late night (around 3am) it will get a handful of complaints. Sadly, that's enough for it to potentially be pulled from air permanently.
The only safe place for adult content is video release. Which is why anime companies decided to use self-censorship of TV broadcasts as an advertising gimmick to push sales of uncensored BDs. The problem with this is the obscene price of those BDs. A single 2 episode disc will set you back between 70 and 100 USD. Now imagine there's at least 12 episodes. That's 6 discs... And at least 450 odd USD (once tax is also applied).
And such games were release before CERO existed. There's been several re-releases of old games that had to have the nudity removed in order to secure the mandatory CERO rating. PC releases are the only ones where a CERO rating is not mandatory.

Off course they would censor it :/ . But strangely they still somehow censor it for PC version too like Senran games and other similar like that instead of toggle option.
And yet they say 'Japan doesnt censor nudity on PC' :/.
