How to deliver Rothgar (Finchbury inn) to the "Bailiff"?
Hello all,

my Rogue allowed me to loot Rothgars chest and get the "Black Rose Insignia". I assume this allows me to deliver him to the "Bailiff". But who is the "Bailiff"? No NPC in town has an option to do so.

Isn't he the guy in the large stone tower? The one that starts most of the quests to complete Finchbury?

Checked him already. He didnt had an option to imprison Rothgar.
