Wendy Marvel stuck at character rank 6

I'm having a problem with the game that no matter what I do Wendy's character story won't unlock and her character rank level is stuck at 6. I have progressed to the Epilogue final chapter and completed all of the S rank missions. I have maxed every other character's rank level except hers. If I missed something then can someone please tell me how to get solve my issue.

Check the pool at the back of the building, the 2nd floor for Gildarts, and make sure you do not have low rated quest on the questboard with her portrait on it :)

Ironically, Wendy and Juvia are my first to get unlocked to 9 and this is right at the start of Chapter 4. I take the time and do all mission board quests for specific characters as they pop up.

Thank you so much for your help. It sucks that all I had to do was one measly D rank quest that I had no idea was integral to unlocking her character story missions. At least I have everyone's abilities maxed now.
