Report a translation problem
I personally just reran normal mode a couple of times to get some events updated again, as running some of the Tarot cards without certain events being completed is a pain in the ass.
Edit: I did read a post somewhere that you can access the DLC regardless. The only real requirement is having beat the game with all 3 characters with their "good" endings
You don't reset your exploration, your character, your items, or your cards. So get it and enjoy the new story and challenges.
The reason for doing it, is because they reworked basically all Events in an Update January 2025.
If you've played before that you could reset, so that the new and old Events don't lead to any Bugs, but otherwise there is no need to do so.
You can still enjoy the DLC but you will have to beat Millenis with each character and also choose to share Mortis on Vanadis playthrough first.
That will unlock the Tarot cards, aka the DLC
