SteamLibrary/steamapps/common/OneeChanbara Origin/GameData folder.
The Config.ini is all the way at the bottom. Just change the value of the fps and save the file and you should be fine.

add the game to the radeon games manager.
turn on "enhanced sync" under refresh rate
Also, turn on "freesynch"
I had to do an extra step: Turn on "frame rate target control" to 61. having the games internal synch default to 60 means forcing it out by one single frame will allow it to run as intended, as it bounces back into 60fps.
The intro is unskipable, but it will get past it and run as intended.
I dunno what are the changes, but it was updated, but I do suggest do the basic trouble shooting steps if you're still having trouble with the game.
From the Library section, right-click on the game and select Properties from the menu. Select the Local files tab and click the Verify integrity of game files button.
IF it doesn't work try the general fixes before booting the game.
