Language not English by default

Can anyone help out. A few days before launch a patch was released which as far as I can see has only defaulted the game to what I assume is Japanese. With also having an RTX GPU, the game isnt running. There are supposed fixes out there but before I try any of that, could someone please graphically talk me through how to navigate to language settings, to default to English?!

thank you, you should make this into an guide if it isnt already, then it can be accessed from ingame via overlay
