Unfair Final Boss?
First of all, I really enjoyed this game. ( as you can see from my play time )

But I'm not seeing a way to best this guy. What is the strategy / recommended chip set?

Yeah, I struggled with the final boss. I had to completely change up my strategy from using the sword to a bomb build which made things far more manageable to beat the game. My chip set up was:
Red chips: reduced bomb heating, increased bomb damage, bomb shockwave
Blue chips: coolant soluble, 1 extra health, set off a bomb when you get hit
Green chips: increased rolling speed, auto repair
It's obviously possible to beat it with the sword too but I found that much harder. Good luck!

What worked for me was memorizing the attack pattern. It took me a few tries and a little bit of luck. It's challenging but once you get used to the boss you know what to expect. I used a sword build in my reds; health, cooldown and the one that turns you into a saw while spinning in my blues, and for greens I went with rolling speed and morphing into a ball when you hit the ground.

Echoing the previous comment, the final boss telegraphs all of its moves a mile away, and is consequently fairly easy to avoid if you can sight read its attack patterns, but that's not a skill that any of the game's previous bosses will teach you if you don't already have it. Memorisation is the next best thing.

If you favour a melee approach, one chip that may help that hasn't been mentioned above is the one that extends your teleport dash. Both the boss' body and many of its attacks have wide hitboxes that require relatively precise timing to dash through, but with the extended teleport you can whiff the input window fairly widely and still make it through.

Beat the cr*p out of it? ;)

I did not test all attacks. Sword only so far. Maybe I'll test explosions soon?

1. cheat:
a) On some bosses you can deal damage before the fight starts or in between the boss's phases (not sure if that one has this feature)
b) in these phases: place the boss low enough to reach it hitting upwards (= more hits than with pogo or jumping up to hit the boss)
2. speed is nice in some phases of the last boss (chips for roll speed and auto roll - if you do not want to push the button after jumping)
3. max your HP by finding the 12 items (=8 HP in total) (and ignore the chip that gives you 1 HP - go for heal, ...?)
4. add auto-heal (and have some parts) - maybe add faster heal (to avoid losing the partial finished heal and another HP / losing health to fast for the heal)
5. max your cooling water 3/3 (dodge/... more often -> no need for the chip that does the same)
6. dodging is important -> go in and train dodging (without hitting the boss)
- learn tells (mainframe boss: red/black/none -> 3 different attacks; new phase = new attacks)
- learn which attacks might come next (some bosses attack 3 times with the same attack; sometimes attack A is followed by attack B; ...)
- learn to attack while being attacked (maybe not after the "red face")
- learn how to attack on certain attacks (sometimes pogo is the best attack and sometimes it is slow)
- go to the next phase and repeat the learning process
- or watch a video of the fight (looking at it frame by frame / going back / not needing to fight and analyse it at the same time / ...)
7. more distance is great (sword range -> less risk and more range when hitting upwards for cheat or downwards for pogo = reduced chance to fall/jump into the boss)
8. fast kill = less dodging (fast hits and crit hits - even if only +??% and +10% DPS)
9. if you cannot stay next to a boss to hit it: pogo the boss ("black tell" -> attack to the side you are staying on)
10. do not jump in the port phase - or else the boss might port into you
11. port can be helpful (timing is the key)
12. if not sure what comes next: move away (not being hit > not hitting the boss)
13. port range might help too - you might need to get used to it

Apologies, as I realize I'm pretty late to the party. Maybe this'll help someone on a future playthrough. I died pretty quickly the first two times on the final boss and then killed him while only taking one damage on my third try. Equip the fast attack circuit and sword length circuit and then sword pogo on top of it, but off to the side (imagine the boss is a compass and place yourself at either directly NW or NE while pogo-ing). He'll move quickly every few attacks and you'll fall off, but just hop back on and keep going until he drops. This is maybe the most tank-able final boss I've ever seen in a video game.

Fun game though.

What do you mean by final boss? The virus? Main thing I did for that is keep distance the first phase and every time he landed an attack pogo of him .
This is the only boss I know which is vulnerable in phase transition and you can exploit the hack of it, the second phase he did one attack for me and the third phase he couldn’t even attack me because I whacked him good during transition phase.

So Tldr: survive the first phase and tank the rest.

Yeah, that helps a lot

I played total defence and equipped the chip that leaves electrobursts. The virus just kept slamming into my electricity whilst I played run-away.
