Upgrading weapons for Soran
Soran gives you the weapons, then just says "find someone to fix them." Asked every NPC. According to what I found online, it's Scarlet, but the dialogue won't trigger. I just ask her if she wants to come inside and she refuses.

Edit: I figured it out. You have to talk to Scarlet at night, talking about guard duty. Then, the next morning, your dialogue will progress to allow the conversation.

Maybe try building a Scarlet a bed first?

Nope, hadn't unlocked that yet. It's not necessary.
