Is this achievement even posible to do or am i missing something, i get like 90-92 targets every time is there a way to increase the time limit or slow down the timer like in the tavern minigame

No, you need to shoot faster and more preciese.

Maxing out your agility will give you more time. Drink a +3agi potion and combust strawberries in the garden. The horn artifact and the sapphire blessing from Namu each give you 1mp/s regen, so you can garden infinitely to max any stat you want. That's how I got most of the max-level mini-game achievements.
