How to fix weapons?

I seem to have done everything I can possibly do except fix the weapons to get hats for the brothel. What am I missing?

When I talk to scarlet in the tent outside, I just offer to let her sleep inside and she turns it down. There is nothing about fixing weapons. Do I need to do something to get her to move in?

bring 3 or 5 whetstones (i forgot the amount) you can buy it from Janet. bring Bone Dust/Ash which you can get from Karos' minigame, and lastly the wine you can get it from Orson the barkeeper

Ya have to do a bunch of stuff for Scarlet before she will be able to offer it. If you have talked to her outside and offered to let her inside, check the side room in the house at night to find her on the couch to continue her questline
