bone ash can be bought with the algae from the dwarf in the bar or bone ash can be found as a drop in karos defence mini game

You have to talk to the bartender and hear rumors for ten coins a few times to open up Soran's shop. You may have to progress the story past the point where he asks for a favor too, but I'm not sure.

You can get algae when you failed to get fish. You should hit the "!" but have to fail to catch. Then you will get the boot or algae.

i followed the recipe but all i get is a potion instead of the tea

I think that is because you need to understand the potion system a bit better. Only use the first slot if you are putting a potion base in it. Potion bases come from your garden. There is a base to make a potion to boost each attribute, for example a mana plant makes a blue potion.

My guess is that you're putting ingredients in the first three slots, There a a few times you don't want to do that. Like now, trying to make tea which is not a potion. Or when you get gem fragments. You combine them by using the three slots that come after the somewhat larger one intended for a potion base.

As for potions themselves; here are two ways to get a +3 potion every time.

Base + Gem (of the same color)
Base + Sturgeon + Sturgeon
