Merah has nothing to do with other quests, including the dragon quest. What should happen is that you find that your garden has been robbed. You ask Ivy about it and she says to talk to Scarlet. Then Scarlet tells you that she saw a blue goo trail going towards the lake. You go to the lake and notice blue goo by the bee's nest. At this point you should hide and wait for Merah to appear. When she does, she complains that the bees haven't made enough honey.
You think Lily might know something so you visit her. She tells you that bees are attracted to certain flowers. I don't think that buying the flowers from Janet works. However talking to Luna in the Brothel does work. You then purchase a bottle from Janet and bring it to Luna who fills the bottle with her Dryad sap. Then you bring it to the lake and click the hive to use. You hide and wait for Merah again, but this time you confront her about stealing from your garden. She tells you she paid for it by leaving you valuable blue goo. She then gives you 100 coins.
Keep on going and resolving her issues and getting her first scene. Then she will tell you she can't get food because of 'big bites'. Then you must fish for five piranha. She thanks you for doing it but begs you to get her more sap.
You return to Luna. She says that it is difficult to produce so much, so you must bring her Ancient Sap. You must buy another bottle from Janet and then go to the dungeon/tomb where Ezra is. You click on the vines to the left of the statue to obtain the sap and give it to Luna who will need yet another empty bottle to deliver the sap. Give it to Merah.
Once you get the second scene your done. She will continue to trade to you random things in exchange for fruit from your garden, though that has no impact on story.
I didn't realize I'd have to write a book to answer you! lol
