Yes, if you want to just jump in and do some quick games with family/friends, all the tracks and (almost) all the drivers are available from the start in championships and quick events (race, time trial, last car standing, drift attack, and firework fury). There's also a handful of cars to choose from before unlocking anything. The idea behind this was exactly the use case you brought up. As a bonus, if you sit down and do a bunch of couch split-screen playing, you'll naturally unlock several cars. You can find out what you need to do to unlock them under 'Collection'.
'Adventure' is where the story takes place, which includes a whole lot of discovery. You can also play this with up to 4 players in split-screen mode.
