the watchers fury bug

i failed my first attempted into doing this quest but when im trying to do it now, it not working, i cant get the thing to trigger.. anyone got a clue whats going on?

It will trigger randomly, once you restore the bridge.
I got it almost immediatly after that, even if I had already remove the watchtower.

And another thing to understand is quests don't need to be done immediately as you activate them. Watcher fights occur for me every 10-15 minutes in the Vast Desert. Once you move to Wildlands map, they will occur more often. At the same time, you also have the possibility of traveling to another map and back (once you get past Forbidden Lands), which most of the times resets map timers and events/spawns.
