Report a translation problem
To test if motion blur is actually on, make a screenshot by not moving around, then spin the camera around and while doing that make a screenshot, if it's not blurry, then motion blur is off.
What platform are you playing on?
By off it's at 0 intensity and by on it's max intensity.

Probably you're talking about the overall clarity of the image, aka how sharp it is, so just mess around with the image sharpness, and with the dynamic resolution and maybe even chromatic abberation which I have off.
I have sharpness at max and dynamic res on with fsr, the dynamic res prolly doesn't do anything even, unless going below 60fps or whatever value it needs to trigger, and seems fsr only works when it's triggered, otherwise fsr2 does not look identical to native.
Also one option is your monitor settings, you can induce blur with that or even ghosting with wrong settings. I had to tweak every combination through to understand how my monitor worked what the monitor makers did wrong with it (asus vg279)
