Watcher fury not trigger

I can't complete the merchant's quest. First in the quest area this fury triggered but I died a few times, then I did a quest with Splinter where I followed the monster dragging her through the air. And after that, I can no longer trigger fury in the area. The tower is intact, I have not touched it yet, although I cleaned the area around it.

Cleared the Tower, helped Splinter, did a bunch of quests all around the place, and now the Watcher's Fury doesn't trigger at all.

The tower doesn't affect Watcher's fury. When you clear the event for the first time, Nyaal says that he feels like it won't happen again for some time. Probably, even a failed attempt puts the event on a cooldown. I've just had my second Fury at the same place, so keep trying.
