Title, for those that purchased or have access to the cosmetic dlc, when did it become available to you? Few videos I found are showing a pop up window just after you access the 2nd manual save point. But so far nothing at least is showing for me.

Yeah, that sounds about right.
I remember getting mine at the anvil close to Bastengar's entrance.
