Why didn't they make The Surge 3

I do not know the motives. No question, "Atlas Fallen" is a great game. Probably the devs wanted to do something different. "The Surge" is one of the best games I've ever played. The gameplay is unique. I hope there will be another "The Surge 3", and that it will be more graphically in the direction of "The Surge". I thought the graphics were better in part 1 and the hardware requirements were more moderate.
