You need to beat all the unique monsters, except the one that requires the tablets and the unique goblin (AKA the two end game ones).
Once that is done go to the guild and turn in your rewards until you are rewarded the cards.
Do you mean that you don't have quests on your map after beating it and stuff?
Cuz there's like hidden things to do and it can all be done even before beating the game. I'm willing to guess a lot of people used the official Google doc given out by the developer to see where some extras stuff is too:

You don't need to do that challenge in the city you can do it on any enemy to complete the challenge. It is just like the challenge in New Wynshire where you are asked to have 4 class emblems, but it doesn't mean that the area itself has 4 class emblems.
Is that the same for the Defeat All Unique Monsters challenge as well? I was looking for a Unique Monster during the Raid on Tormund and never flagged it after completing that part. Or was there a Unique Monster there that I missed? That doesn't seem likely though.
Yeah it doesn't mean you missed a unique monster during the raid rather you literally need to go through ALL unique monsters that you can find through out the world.
