What do you mean how? You have to remove all male charakters and i mean theey have to be removed and not just be at 2nd row.
Then win a fight in perpetua and you get the reward

This only counts for Perpetua and you have to remove all male characters from the party (front and back). It shouldn't matter how many female characters you have so long as they are only female.

Come back later in the game. There is a point you'll have four female characters, so just come back, remove all male characters from your party, even the back row, and then fight any of the enemies you fought when you first came to the area. You should be strong enough by then that they won't stand a chance. Sienna alone could probably solo just about any fight from the starting areas of Perpetua, at that point.
