What is dispel effect supposed to do?
It doesn't appear to do anything, because in every situation I've used a dispel move, it doesn't remove the enemy's buff effect. This is odd, because moves that apply debuffs, or even status effects typically land, and at least the first application for a status effect. If you highlight the enemy, any effects in green are a buff, no? And dispel is supposed to remove buffs? Well, it doesn't.

It's weird, some buffs you can dispel, some you can't. For example, you can't dispel 'Act Twice/Act Thrice" and you can't dispel (Physical Resist) or (Magic Resist). But everything else, I never had trouble dispelling (so stuff like ATK up, DEF Up, HP Regen, etc).

It's pretty meh that the game doesn't tell you what is and isn't dispellable though (and also weird as hell that it shows (Physical Resist) and (Magic Resist) as red, implying they're debuffs).

So, pretty much any type of buff effect a boss would use cannot even be dispelled at all?

The only Boss buff I ever recall dispelling is HP Regen on some of them, so yeah, it sucks, since a lot of Boss Buffs are No-Fun-Allowed kinda abilities.

I get not being able to dispel Act Twice/Thrice though because without those solo bosses would just be a joke.

The physical immunity is particularly annoying, because I only got 1 really strong magic attacker with Ba’Thraz, so he's the only character that does any notable amount of damage against a physical immune monster.

I think just any ability with (parenthesis) cannot be dispelled. It's still pretty useful for against enemies who buff themselves with things like HP regen.

Lenne is a permanent member of my main team being able to hit every elemental weakness. I always keep her cleanse (dispel) ability on just in case, but I've only ever had to use it a handful of times. Removing attack/defense buffs and hp regens, but honestly.. you could just not have it if you're buffing yourself and breaking enemies.

Also, Victor's Pressure Point does a silly amount of magic damage. It seems to hit twice even though it says once.

I went through the whole game and rarely used Lenne. The problem is there's too many characters and only 4 slots, and some characters are clearly and obviously better than others. At no point did it ever seem like I had to make a hard choice as to who I'm going to put into my main 4 slots. There's no RPG game with lots of characters with limited slots this wasn't an issue, so it's not unique to this game. Even games like Suikoden games with tons of characters, and limited slots, it was still pretty obvious to me who got a spot in my main rota. I call it the problem of choices that aren't really choices.
