Rarity 1 bugs

I really feel like rarity 1 bugs should still exist even if you've maxed out your bug catching skill because as it stands, I can't unlock the bug/fish sub's scene because I can't get what's supposed to be the most common rarity of bug... I get every other rarity easily, but I never see rarity 1.

You get rarity 1 bugs on the tree at river location...
