Report a translation problem
1. Attach a controller, verify in steam controller settings it is detected
2. Attach a second controller for the second player if desired (otherwise use keyboard) and verify in steam controller settings
3. If using a second controller ensure that the checkbox in steam controller to support that controller type is checked
4. Configure the second controller in steam controller settings to map the keyboard controls (check in game) to the second controller inputs
5. Start the game through big screen using the main controller
6. Pause and the add a second player on keyboard option should appear, select it.
7. Second player should now be able to control one of the guys with either keyboard or configured controller.
Its unfortunate that you have to jump through so many hoops, but that may just be because I don't have two Xbox controllers.
My setup was with one Steam and one Xbox controller.
1. Having a controller (gamepad):
You can't play local co op without at least one controller such as a gamepad, an Xbox controller, PS2 controller etc. One player can use the keyboard and one player uses the gamepad, or you attach two controllers and both players use a controller each, as in MarcusAntonius' solution).
2. Starting the game from Big picture mode:
I always started the game from desktop Steam using mouse and keyboard. That ended up with the controller controlling both characters and the keyboard randomly working. Following MarcusAntonius' suggestion I started Unravel 2 from Big picture mode using the controller. Now it works just fine.
