I'm trying to purchase VC but its stuck in "Purchasing..."

I have the same problem as well, don't really know how to fix it, i tried reinstalling 2k and steam but it doesn't work

Cannot Purchase VC. Infinite Loading. Requires Restart of game.

Don't buy VC and play without chaeats is an option?
