Just like driving, the amount of flying you do makes a big difference on how easy flying is. ..If there are any of the flying tests where you can intentionally ignore the objective and just fly around the place, do that. It will help improve your ability to do anything with planes.
Yeah, it could be a pain if you're not interested in the flying part. I loved it, but I did the whole game driving and flying with a controller. Only the stuff on foot I did with a mouse+keyboard.
Do the gunship and harrier races, but instead of trying to complete the race, just fly to your hangar, put the aircraft in there, and run the heck away from the hangar. The hangar-doors should close before the time-limit runs out, then you have the aircraft for the regular game. :)
You can use the Gunship for the vigilante missions. In Vice City those were a breeze in the patrol-car, but I find them damn hard on San Andreas. Once you have the Gunship the vigilante missions are easy. The boost to strength is nice, and you can also get a crap-load of cash from reward money. (You can even scavenge weapons if you have time.)
Just do most of your killing with the gun, rather than missiles, and your wanted level shouldn't escalate too quickly. The police bribe stars are pretty easy to get to in the gunship too.
