FPS I would call immersive sims are like Deus Ex, Half Life, BioShock, Tarkov, Stalker, Metro.
It's deeper then most FPS games of the time, it tried to do more then most to add depth to it's gameplay and flesh out it's world...
But, it never went super deep.
Quite ridiculous considering Thief is not a "FPS" and literally the term was invented to describe Deus Ex in particular, a game where you do shoot, in first person.
It's dumb because a game can be good and have some more choice than usual but it doesn't suddenly become an im sim.
I see now, "immersive sim elements". For sure that's a stretch. Funny that even their dev on this thread said it's not an immersive sim.
Stalker is a open-world RPG. and Tarkov, idk what that is never cared about it, its VR?
Bioshock is inspired by system shock 2, so definitely an immersive sim, same with Thief, Deux Ex, and even Strife. Kingpin is just a boomer shooter with a little more depth.

Bioshock is a linear story based shooter with mild rpg elements if you're generous. Though it could be called a "spiritual" successor to system shock doesn't make it the same genre.
