Anyone who tells other people "the game isn't going to be finished" clearly isn't paying attention to the devlogs the devs keep releasing to keep us informed.
Right now the game is planned to be fully completed by 2025, and currently, if you look at the roadmap they have on their site-
we just finished the "Monster Migration" update, which was focused on polishing the last of the combat and dungeon features such as ability ranks, new enemies, and fast travel. the NEXT update, the "Darkwood Update", will add an entirely new dungeon (named the Darkwood- its in the name) and with it MORE new enemies and an entirely new party member.
AFTER the "Darkwood Update", we'll have "Rooks Respite", which will add a bit more to the dungeon, and will feature the next major section of story content.
the TLDR is this- The devs just finished overhauling a lot of behind the scenes mechanics and finishing up implementing the last of the combat mechanics, and they're about to move onto releasing a new dungeon, and AFTER THAT they'll be releasing the next chunk of story.
is the combat update already out?
They told us why the update was delayed in the September State of the Code, and it had nothing to do with unity- they admitted they fell behind schedule because they were struggling with balancing all the new combat ranks, and to try and make up for the time loss for future updates, they hired a new programmer.
The only time unity came up was in the same state of the code, and all they said about it boiled down to "We're too deep in development to change engines, but luckily at the time of posting unity looks like they're not going to go through with it".
and secondly, I went back to July to check part 1 of the summer update, and all they said about part 2 was "We hope to get part 2 out in the next couple weeks." It wasn't a promise or a set deadline. so while it IS a bummer it took so long, it was understood that it might not come out within the hoped time frame.
I personally disliked the combat changes also. Felt unnecessary and overall a waste of time making the game harder than it needed to be.
