Can't find unlock for Mill & Silo

I have no idea where to find them; I have no idea what I need to do to get them. I've gotten to F6 of the dungeon and completed the story stuff in Tro's lab, what am I missing?

They are purchased at the cistern. You need to expand your farm a few times to gain access to more building space though. I'm currently at my 5th expansion and only have 2 additional building slots.

That is not where you unlock it, that's where you get it built. Please pay attention at what was asked.
I actually found where to unlock it earlier; after completing the main quest on Savannah F6, you have to report back, and then go to sleep. The morning after, it will be unlocked for you.
