Can Plex run Blu-Ray menus, can it play picture-in-picture Blu-Ray commentary mode, can it play HDR content?

I don't know.

What is the value of this software - I mean, what does it do for you? It's not abundantly clear.

I have a big dvd collection, and an external dvd drive for my PC - how will this software benefit me?

What this program can do - is Blu-Ray disc and UHD (4K) Blu-Ray disc playing.

If you have only DVD discs - then you could use free alternatives like VLC.

If you're a physical media collector, PowerDVD is absolutely worth the money. You can creat ISO images of DVDs and Blu-rays and use PowerDVD as a Blu-ray "jukebox". The upside is that allows you to access everything on the blu-ray/dvd. The downside is that it also kind of forces you to keep things like trailers for other movies. Once you've made the ISO file, it really is just like using the original disc.
