Report a translation problem
Once you fill the bar completely see if that does it. Try talking to both Keeper Hawen and the kid--sometimes it's fulfilled by one and sometimes the other. Seems buggy to me but I guess the result is what counts.
Also, I've had games where the bar was full, I was able to recruit the kid, but the quest still didn't close. Annoying! :-(

It occurs to me...did you talk to the girl whose brother has gone missing? She's on the left-hand side of the elvish camp as you face away from the river, kinda behind where Keeper Hawen hangs out.
She will give you that quest, plus there's a hidden quest that goes with it that you may already have fulfilled depending on what else you've done in the region (trying to avoid spoilers here!).
Once you've done one or possibly both, the thermo bar should fill up completely if it hasn't previously and hopefully the quest should resolve and you will get a new agent! :-)

Well it sure sounds like you've done all you can. Personally I find chasing the frikkin' halla to be a chore so I usually ignore it. But I hand over the stuff from the Green Knights, generally already have the gravesite cleared, fix up all the missing supplies--why they can't do some of it themselves is beyond me, the river has more than enough spindleweed within a few steps, and the only thing I occasionally have to go and fetch is the Great Bear Hide, which you can buy at the Emporium if all else fails--and I find the idiot brother and lie about his accomplishments while also having the talisman in my hip pocket from earlier.
So with pretty much everything except the halla chase, I have more than enough. So--yeah--something's not right. Sorry I can't help any more! :-(
