So I would recommend 16-20 level range for both The Descent and Jaws DLCs.
Trespasser you cannot do until you complete the game.
Jaws of Hakkon is fairly standalone: it's a mini-campaign with several strands that come together at the conclusion. It's a tough campaign and probably requires a well-equipped and high-level party, so you may want to save it for after closing the Breach.
Deep Roads is standalone as well, but more linear. It does have the advantage that it has built-in scaling to your party level with a hard deck of level 12 (!) so you can really undertake it pretty much anytime after getting to Skyhold and perhaps even before.
Trespasser, of course, must be played last as it closes off any other activities you might want to pursue, taking place as it does two years after you end the Breach.
