Help with Wicked Eyes & Wicked Hearts

So this is my first time playing Dragon Age Inquisition and therefore it will be my first time to be playing the quest Wicked Eyes and Wicked Hearts which I’ve heard is a difficult quest. In the epilogue where it one of the statements say if Celene stays as Empress, “ The empire's ties to the Inquisition remain strong, both sides benefiting from the ongoing relationship.
The alliance meets with the approval of Celene's subjects, who see it as a necessary move within the game.
Orlais prospers, and soon forgets that it could very easily have been otherwise.” How do I get this statement and not the others? The official wiki says “Conditions Unknown (Presumed to tied to Court Approval and/or War Table Operations)” Do I have to expose both Briala and Gaspard and let Celene rule alone or can I reunite Celene and Briala and only expose Gaspard? I know how to reunite Celene and Briala. Getting this statement in the epilogue is what I want to possibly get. Any help is appreciated.
