However, that does not mean that you are out of luck. You can manually configure your World State in the Dragon Age Keep so that it can be imported into Dragon Age: Inquisition. Note that this does take some time and, even though you may have just played through the games (like I recently did), you may not remember absolutely every decision that was made and which should be recorded therein. Since you are manually configuring your World State, this does mean that you can, if you wish, purposely make changes to Thedas history without having to play the previous two games and their DLC again.
The World State that you import into DA:I _does_ affect what you may experience in game as I have watched several Youtube playthroughs that have had different characters in specific scenes from what I experienced within my own game.
As an aside, it has been already been stated by Bioware / EA that the final World State that incorporates DA:I is not going to be able to be uploaded into Dragon Age: The Veilguard. But, the Thedas history recorded in the Dragon Age Keep shall still be beneficial when the sequel finally appears -- we just do not currently know how much or which decisions are going to be requested during its character creation phase.
Which I needed to do to save the world state that I had created., also remember that the world state only changes for a new game.
