Uninstalling Rapport on Windows
Open the Control Panel.
Under Programs, click Uninstall a program.
In the list of programs, double-click Trusteer Endpoint Protection. A confirmation message appears.

Click Continue. ...
Click No Thanks, Uninstall Now.

I was having the problem today and don't even have that program you mentioned. I just had to force close everything EA related in task manager then run the game in the EA app. For some odd reason it now only loads that way, and will no longer launch in steam.

look for "Trusteer" on "add or remove programs" in panel of control.

Guys, I've found solution, which worked for me.
Press 'gear' button and go to local files, lauch "C:\Program Files (x86)\Steam\steamapps\common\Dragon Age Inquisition\DragonAgeInquisition.exe" and EA app will open normally, then press 'log in with steam'
