Various troubles with the game, maybe fix for you. Problems: 30 fps cutscenes, blur, stutters. tearing, overheating GPU
I've experienced various problems with this game (owning it on EA only) and found a few fixes for my problems the past few days and like to share my findings for people who concearned to this recently and still searching for a fix. Took me some trial and error to fix, but it worked and playing happy now!
My rig has rtx 2070, Ryzen 3700x, 16GB ddr4 3600mhz SSD, B450 mB.
I run it at 3440*1440 115 fps and have added a few adjustments with Re-shade

Problems: 30 fps cutscenes, blur, stutters. tearing, overheating GPU

30 fps fix and higher fps without tearing, as v-sync is broken in this game and raises GPU usage with 10% +/-
To raise fps in cutscenes: -GameTime.MaxSimFps 60
To raise fps in game above 60 fps: -GameTime.ForceSimRate 60+
To limit fps (better with RTSS) change to desired value : -GameTime.MaxVariableFps 60

To remove blur make/save user.cfg file with text editor where .exe of game is:

WorldRender.MotionBlurFixedShutterTime 0
WorldRender.MotionBlurMax 0
WorldRender.MotionBlurQuality 0
WorldRender.MotionBlurMaxSampleCount 0

To remove stutter, instability and cotrol temps, disable all kind of AO!!! AO in DX 11 always have been broken in some older games. Also helps with the temp on GPU. Disable all OC you have, if you have. Even lower your power usage of GPU to aroung 80% or lower if you can (I have even lowered it to 72 which is lowest), for the better longer lifespan of your GPU! You will stay on the same FPS but the temps on the GPU will lower drastically, without any disadvantage in performance of the game. The game is not optimised well and can cook your brand new GPU, even 40 series carsd don't like this game, I've read.

Tearing can be stopped by limiting framerate with RTSS and disable vsync in game. Also leave it off in NVIDIA control panel. And fullscreen mode is adviced as more stable for performance and crash prevention.
