Read/pickup, whichever, I know I did it. Tried talking to NPC, nothing.
Running into this again right now with Failure to Deliver. I'm very clearly standing next to the package, but there's no A button pop up to claim the item. Makes no sense.
Part of the issue--one of my few peeves with the game--is that the mechanism isn't very consistent. Some quests can be triggered by just finding them--e.g. Love Waits. Some will give you the flashing ring that means you need to scan the area--e.g. Passing Notes. And some require you to have the quest ex ante--e.g. Agrarian Apostate. In particular, it's impossible to find the treasures that the Maps and Sketches point you to unless you find the Map or Sketch first.
I followed your instructions and got em done. I didn't realize I needed to press L3 on the location. I thought it was L3 near it to reveal it. Probably overlooked it during the tutorial.
