You could also try hosting your own lobby and start playing. People should start popping up sooner or later. If you still can't find others on Routine, it's alright if you join Threatening. Just find people that clear levels with ease, and you should get some decent items very soon.
I tried hosting my own session to see if anyone would join mid-game, and I died almost instantly after entering the doors. Next time I'll try making a lobby and just sitting there to see how long it takes for someone to join. Not sure when that will be though, the last experience felt like I was bashing my head against a brick wall.
So far the only time I've found a session is searching the harder difficulties, where my beginner character has no business being there.
Maybe everyone's on a vacation or something. I can totally understand if you don't want to play with multiplayer after this, though I'd still advise to check back after a few days or maybe weeks. I've been around for some time, and it was never this empty. It's like everyone just disappeared suddenly...
Got a taste of it on PS4 and enjoyed it, but disliked having to subscribe for it. Was pretty happy to finally be able to play whenever I want on PC, so I'll just keep trying and hope things pick back up.
