Personally, I cheat. There's a mod called "Short List Fully Stocked" that puts every item on the short list on the menu: no more save-scumming required.

So your options are: hoping for random drops in the Western Approach; hoping for random availability at Master Taniel's shop; or just making it simple for yourself using the mod.
Same for me. I use a mod that adds all items at one of the vendors...

i too have struggled gathering those quills, and i did notice that leaving for a time and coming back can cause the Alpha's to respawn at their expected locations.

Yeah...that's one of the two that never become available for purchase, even under the Short List (the other one is Champion tokens).
For that if you want to cheat you'll probably need a mod such as the one @DargonBlak suggests.
If you search the forum there's some links to modding guides and also there are several in the "Guides" section here on Steam.
Short version: there's two different modding tools readily available for end-users: DAI Mod Manager, which came out years ago and still more or less works for DAIMM mods; and Frosty Mod Manager, which is more recent and can be used for any game based off the Frostbite Engine, e.g. DAI and Mass Effect Andromeda. FMM can install its own mods and some--but not all--DAIMM mods.
Personally I use FMM exclusively as the few DAIMM mods I still use are able to be loaded without difficulty in FMM. I bring this up because some folks have had problems if they use both and it is not always clear that FMM can handle both.
But there are some mods out there that are DAIMM exclusive and which FMM chokes on.
The assassin one has a 3rd token on another map.. It's through some locked door near where you can pick up blackwell. It's some cartel quest, i forget exactly how the quest works. But the door is on some ledge near a waterfall. It has a little dwarf underground area that has some darkspawn.
Suggest using Frosty's Mod Manager (for all types of mods, DAI included).
1. Download desired mods from Nexus Mods,
2. use Frosty Mod Manager to find the mods in ur Download folder, Frosty's will unpack and prep them,
3. Select mods to run in game ("Apply Mods")
4. Run game from Frosty's
There are some conflicts between mods, so you may need to experiment a bit with mods order, and maybe even skip some, but Frosty's is solid.
Yea, i killed that one like 60 times, and didn't drop one, same with the one in the western approach.
