I believe it's also possible to tweak the version number manually, but I don't know how to do it exactly. There might be some other threads in the forum about that though.
They never liked that, even removed (already bought) games from Steam to enforce you to use their app/store, like Dragon Age II.
They just recently re-added some of their old games to Steam to make extra cash, but the launcher-launching-launcher nonsense is horrible.
As for the original problem - the game is over 9 years old, there are no recent patches and havent't been for years. Looks like the game doesn't load the included patch(es).
