Report a translation problem
Go into your library and right click the game, choose "Properties".
Under Launch Options add:
-GameTime.MaxSimFps 60 -GameTime.ForceSimRate 60+

That forces cutscenes to run at 60 FPS. There will be some glitches sometimes like characters moving abruptly and the speech may cut out at the end of a cutscene since they are meant for 30 FPS.
Still looks way better that way.
I dont recommend going higher then 60 though, that will bug out the cutscenes a lot and can even crash your game.
After the first cutscene, I've never had a problem in over 100 hours with it set to 120fps for cutscenes.
