Invalid license. Reason code = Missing DLL [MSVCP110.dll] Error: 0xC1
Here's the solution step by step.
Click on the cog wheel.
Properties.
Local files.
Browse.
go into the core directory.
Copy the following files.
msvcp100.dll
msvcp110.dll
msvcr100.dll
msvcr110.dll
click the back button to return to the Dragon Age Inquisition main directory.
Paste the copied *.dll files.
And you should be able to launch it.
Perhaps try again.
Everything works fine? Even with the EA APP.
It takes about a minute or so after you press PLAY before it loads into the EA APP and then starts the game but Dragon Age 2 does the same thing so i just waited.
And so far everything works fine.

As a traveller from the future, confirming this process just fixed my similar issue in Dragon Age: Inquisition.
Wanted to update that this also worked for me! I purchased the game today and did these steps today to get it working. 11/3/2024
If you ever used Frosty Mod Manager for another game, it will also prevent Dragon Age Inquisition from launching. I was having the same problem with the game not booting on either steam or EAplay. But it turns out that having used FrostModManager on SWBattlefront2 was the problem.
So if you ever used Frost Mod Manager before on whatever game, make sure to delete the Environmental Variable file as shown in this youtube vid:

Microsoft don't even support this version the game seems to require any more, but it won't launch without it.
As others have commented, the DLL File is Present in the \steamapps\common\Dragon Age Inquisition\Core\ Directory, but not in the Directory above,
So this is an issue with Windows not knowing where to find the Correct DLL.
We could
a) Copy it to System32 from the Core directory
b) Install (or Repair Install) the Visual Studio 2012 (VC++ 11.0) Update 4 (no longer supported) version from Microsoft
c) Copy the DLL from the Core Directory to the level above that (since that's where it's supposedly looking for the DLL file)
I went with Option (b) and it worked. The absent DLL in System32 is now present. The Game Runs.
I don't really like any of this though, it all looks like the thing is vulnerable to DLL Search Order Hijacking, and the Game Depends of a Version of VC++ That went out of Support in January 2023
No argument from me but the game was published in 2014, so...what's to be done?
