That is correct normaly you have to "sacrifice" something since you can unlock all of them, but mods indeed resolved that. Main reason is completionists tbh.
Right. There are only 11 Halla statues so you must decide beforehand which doors you wish to open. Some of these doors will directly affect which ending options will be available to you for the quest. If you want to have the most options, one thing you must do is use 5 Halla statues to enter the Empress' Private Quarters.
You can look up the quest online and get much more information regarding key elements in the rooms and judge for yourself which you'd want to do. Some will provide access to evidence or items you'll need in order to influence one or more of the endings. Other rooms just contain loot boxes.
In total, there are 7 doors requiring a total of 23 statues when there are only 11 in the game. The two doors in Royal Quarters that require 5 statues each to open each have a single loot boot. The left door has a chance at a high teens level blue item and a +10 Lightning Rune. The right door has a level 15 rare 10% Cooldown Amulet.
However, you do need most of those statues to open doors required for completing the quest. If you squander them on other doors, you will not be able to finish the quest. One of the first doors you run across in the Palace Garden in the main starting area just contains two common loot boxes, requires one statue and should be skipped.
In the Guest Gardens, there is a door in the Upper Garden area and another in the Lower. Opening the first requires one statue and the second three. If you are doing the other collectibles during the quest, you must open the Lower door as it will lead to the Fumeur and a Caprice Coin. And also the 3 members of the council you need to speak with. The Orlesian Banner is also there, another collectible.
That leaves two more doors that should be opened: the Servant's Quarters and Grand Apartments (3 statues) and the Royal Quarters for the Empress' Private Quarters (5 statues). Totaling: 4 doors and 11 statues.
The problem with the game is that many of those codex entries simply never made it into the game so you will never be able to fully complete those no matter how hard you try. Some of them just aren't there.
But... that said, the collectibles and side quests during this quest are all there but some have to be planned and carefully executed or they can be missed. Take The Great Blackmail Hunt, for example. You have to diligently hit all of the eavesdropping locations in order to overhear all of the bits of gossip and information to tick off those secrets. Some of the documents and other items will only appear after certain checkpoints of the quest have been triggered. For example, the first 13 of 30 secrets can be found right at the start in various specific locations but the next 12 will only become accessible after you have investigated the Servant's Quarters and the last five only after you've spoken with Gran d Duchess Florianne in the Ballroom.
