Report a translation problem
As there no1 that wants to require having to find every single one, already plenty including pretty sure you, complain how much this game has menial tasks and open world running around etc... especially on multi plays.
They never will run of $ they EA + time wise they had plenty they likely learned from DA2 (this game notorious for having to little time).
They don't really think they will be attacked again even mention they won't
(sadly wish there was would have been way better + cooler then the 2 dragon duel and otherwise standard affair last bits, Not to mention give bigger purpose to making such a massive army with found extra characters etc...).
1st part reason, plus a dlc for something that tiny would have been quite silly and representative of the day of horse armor (though gods I wish we went back to those days.... and not the "Live Service" of today). :D especially since sadly most the things you can build as is are .. basically just cosmetic... (Bonuses far to tiny and no real story consequence to any)

Also others hate these types of dlcs like to massive extent so would just be a horrible out of touch mistake # "101" from them, look at Fallout 4 dlcs reputation which all are far more related to their game and better then what that would be.
There was a guy who coded up a mod for Skyrim's Hearthfire houses that gave you that level of control...to a buggy point...with Skyrim. If you could throw it on the floor in the game (weapons, armor, quite a few crafting bits, a few quest items), you could decorate your house with it. Dude became one of the most popular modders in the community....if there's that big of a following for such mods, there must be people who are into that sort of thing. The fact that games like *gag* Yoville and Sims exist seems to testify to it.

I'm not saying they needed to turn it into a world wide collector quest "gotta catch 'em all" for quarries and stands just to upgrade Skyhold. I'm just saying that if you're going to make upgrading the base as a part of the story (and it should have been part of the STORY), then actually, I dunno, make sure the exterior and load bearing walls are secure before putting stained glass in a bedroom. Did they not learn from Haven that fortification is the first priority of a *Fort*? Fort...fortress...fortification! ;)
I'm just annoyed that after I've done everything I could do, I have to run through open roof holes, and passed a filthy Templar flag that is inexplicably still hanging on my wall (when did the Templars ever own Skyhold?) just to go to bed at night....
but would bring countless people to them to up their standing+power though overall of course the windows and like are just for cosmetic and realistically would cause massive political issues with the visitors though would be a fun thing to add like who visiting us today Fereldan leaders ok feraldanize! Quanari ok then rebuild all statues lets go! ...
If you want to build homes and like in rpgs (otherwise obviously just say Sims) then Fallout 4 has you beyond covered and beyond more mods and dlcs then any other rpg ever.
(And again the dlcs were hated to extreme levels)--> personally I like cosmetics but ya these were lazy 1/2 arsed sorry excuses that modders already did = or better for vast majority.
(fallout NV also had various mods and huge reason fallout 4 had decided to make so so much of building settlements etc....)
And Oblivion had.. Furniture store mod way before skyrim :D where you could buy furniture and place them, think Morrowind might have even had something idk that been FAR to many years and had no interest at the time for such things (both modders and general people).
But ya I mean if they made free dlcs to add more cosmetics that been cool, but EA doesn't know term free unless it get this free limited time then buy 10 microtransactions.
