(Inquisition) While in Cullen's office in Skyhold, an Inquisition agent will tell the Inquisitor that Cullen has gone to speak with Cassandra; however, if the Inquisitor has completed Sera's unmarked "prank" quest prior to this conversation, the Inquisitor might not be able to interact with the agent. This will render it impossible to find Cullen (which is otherwise accomplished by clicking on Cassandra), and he will never return to his office. Any further interaction with him becomes impossible, as does the completion of his questline (supposedly fixed with Patch 6, though there are still reports of the bug occurring after the patch)."

So basically this? The soldier is there, but can't be interacted with? Because I've got the impression, that Cullen's office is completely empty from both of you, guys.
It reads that you trigger that cutscene by clicking on Cassandra, in one of my playthru, clicking on her at this point gave me the usual "I'd like your advice" conversation each and every time. What I did to solve this and trigger the cutscene was simply going to the forge building, near Cassandra's training place, opening the door triggered it. Sadly I don't recall if I spoke to the soldier in Cullen's office or not. That may be actually required to trigger the scene by clicking on Cass. Not sure though.
Fortunately I'm just in this situation myself (Sera's pranks done, have to see Cullen's Lyrium crisis yet), so may check it on and update you on it.
And one more important thing, TC, there are no such console commands, there's nothing like console cheats in DA:I, it has console but there are only few commands, that mostly do some graphics stuff. Sadly no spawn commands, no bug fixing that way. The only way to really solve this (if my mentioned "research" fails) is by going to an older save, or starting the game over, if no such save exists.
People do post "working" DA:I cheats, but none of those does anything, it has something to do with the newer engine for this game, I think (the cheats have similar structure like those for DA:O, but since it's a different engine, such structure won't work, at least that's my understanding).
I didn't even do her prank mission, I loaded my auto save. The auto save loaded me in front of Sera and when I went to her, a different cutscene started (can't remember what though), so the supposed prank mission was either completed or bugged after loading a save. End result is that neither Cullen is at his office, nor the soldier. I got to all of my companions after main missions or certain interval of time passes, so I always get a cutscene with Cassandra, but never anything about Cullen and he has been gone for over 10 hours so far and I've spoken to her several times since he disappeared.
I've read that there was a (debug) tool in which you can spawn NPC, but the page is no longer available.
Load a previous save or do the questline on another character.
It's always good to check the wiki for bugs and other such stuff.
Started playing Origins and was surprised that there are debug commands and for 50 hours of Origins+Awakening, I've encountered less bugs than for the same time in Inquisition... Bioware dropped the ball there sadly.
