Could you provide us with some information about your hardware and what settings you use for Display and Graphis (in game options). Without knowing anything about this it is impossible to guess what could be an issue.
Are all your drivers up to date including audio/sound drivers? Do you use any mods? There are one mod that meant to increase FPS during cutscenes which is known to cause problems. Most mods work great for main game, but when start to use DLC content like Descent or Frostback then some mods can cause or have issues.
Don't forget that most video card drivers also have their own settings for each game today. Have you made any changes there that might also impact cutscenes?
I would suggest you make a save before a known cutscene and then use that to see if there is something that might change it when you make changes like in scaling (should be in Display section where you also set Fullscreen, Window Fullscreen and Borderless (incl resolution).
On my system I have a 3440 x 1440 pixel resolution display and to get a correct aspect ratio during cutscenes had to use Flawless Widescreen (app running in background, need to be before game start) to get it right to show scene without stretching image from one side to the other. In Window mode content will be stretched to fill each border (as limit for window). You can toggle between mode with ALT+Return or ALT+TAB.

Game graphic settings are all on highest option available.
Nvidia CP settings i changed:
- Refresh rate > highest available
- Energy mode > max performance
- G-Sync compatible
- V-Sync > fast
- set frame limiter to 236 fps max
If you run the game on a high-end rig (mine is high-end too, with everything ultra+, minimum 80 fps, max 160 fps) you will of course immediately notice how choppy those cut-scenes are.
The first poster (not the topic start) said the game runs "silky smooth", but yeah, if you're used to 30 fps you might think that the cut-scenes are "smooth". However, 30 fps is hardly silky smooth, and if you come from higher frame rates the jump down to 30 fps can be really distracting.

Really seems to be that way. 30 fps is just not smooth and in the cut-scenes you notice it.
Well, it does run silky smooth on my rig including the 30 fps cutscenes.

I don't use the NVidia CP settings when the games have the setting I require.
