However the game at Normal is very forgiving and there are plenty of XP. Normally you can expect your average encounter to be a level or two below you.
The interesting part is that there are the "Trials" introduced with the last Expansion, which are a set of options for the game, the most popular ones are Even Ground and Take it Slow for example, the first ensures that enemies are never below your level and the second halves your XP gain (as you'll get way more than normal otherwise with the former option).
Enemies scale to a certain level around the end game, then they keep scaling up to the cap with you in the DLC.
Basically you can decide how hard or easy you want the game to be, but in general even at higher difficulties you can punch above your weight with a good team, it's about how you build them and combine them,.
